This is not a rule of thumb off a forum. It is the rule this studio itself builds films with: one shot runs 15 seconds at most, and most run about 10 seconds — long enough to finish a moment, short enough to say one thing. Everything below is that rule divided into your runtime.

How long should a scene be?
A scene is one shot or a few in a row. At about 10 seconds a shot, a scene in a 2:00 film runs roughly 20 seconds — 2 shots each. Shorter films get one shot a scene; longer ones get more, never a longer shot.
How many shots are in a minute?
6 to plan for, and 4 at the absolute fewest. That is one minute divided by how long a shot runs. Here is why those two numbers are what they are.
One shot is one piece of film
Not a paragraph of script — one piece of film that gets made. So the number of shots and the number of pieces to make are the same number, always. (Inside the studio a shot is called a beat.)
A shot stops at 15 seconds
Shots are made at 6, 10 or 15 seconds. 15 is the hard limit, so shots × 15 is the longest any given shot count can ever run.
So the length decides
The fewest is your length ÷ 15, rounded up. The number worth planning for is your length ÷ 10, rounded up — because a film where every shot is held to the limit is a slideshow, not a film.
